It means that your SOP was not strong enough to prove that you will leave canada after successful completion of your course. Before reapplying work on your SOP and make a strong case.

What was the reason?

So Basically that means your SOP was not that much strong to proove visa officer that you will leave canada after successful completion of your course. You need to work on your SOP and make a strong case before reapplying.

I will suggest you to get in touch with Scotia Bank Customer care executive and explain them in detail they will help you with the same.

It really doesn't matter until and unless your purpose is clear to the visa officer and you have solid SOP stating that you will come back to your home country after the sucessful completion of the course.

Usually it takes 10-12 days to recieve the certificate, as per my knowledge.

Govt banks take 3-5 days to get the money transferred once you will complete all the formalities.
