Hi.. did you declare on the Schedule 1 that you had refused the visa once? there is a question that have you been rejected any visa before if your answer was no. then you need to send an explanation letter that you forget to answer yes. and explain what happened.add a copy of the refusal letter...

yes it is open permit

yes it is a one year OWP because you got approve on June valid till next June ,ie 1 year..it is not that you will get till next August that means they need to issue a 1 year 2 months permit. BOWP maximum is 1 year.
