Right. You need to submit only if they ask for it and submission should be only for those countries where you stayed for more than 6 months after application. No need to submit anything in advance before they ask.

I think you need to submit pcc for countries where you stayed more than 6 months. If you have not stayed in any other countries than your home countries for more than 6 months after submitting the application, you just need to submit pcc for your home country only. This is my understanding...
