    You can scan the document and send it by email. They will respond to your email and will confirm that the document is added to your file. As it's written in CIC web page, the only document you cannot send by email is PCC.

    I strongly believe in two following reasons: 1. You are from a country that they need to do a careful background check, like middle east countries. 2. There's an ambiguity in your file (most likely what you claimed you do is not compatible with the NOC), if it is the case, regular officers...

    Don't keep your hopes up! They don't give you a good response. Something like "your file is in a queue to be reviewed by an officer". That's it. Sometimes I think my file is fallen under the officer's desk :-X

    Sending PCC before PCC request

    Send it! why not? The only reason I won't send, is like there's the probability of rejection and you won't get it back again. If so, and if getting PCC is difficult (which is the case in some countries, it takes even 1 year) keep it until they ask for it.
