Biometrics always come first from my experience. But that doesn't mean you are getting refused or getting AIP.

I got this letter once on the same day with the refusal and the second time I got it one day before I received the refusal letter (maybe a delay with their system). However, I've heard some people say that they received approval after that letter so is hard to tell what's going to happen next...

So stupid! The irony is that I traveled to Canada before and in the VO's words "not satisfied will return if allowed to study in Canada, despite previous trips"

It is just dumb. However you put it, it doesn't make sense. Last time I applied for GCMS and their main reason for refusal was that I have to much travel history.
