I am based in Dubai and there are a few hurdles getting the PCC. Hopefully that will be sorted soon. Timelines depends on travel restrictions. IRCC are delaying the applications as they do not want to waste their time on reissuing the COPRs if people can't travel. It takes around 4 to 6 months...

You Are right If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
