sorry for the OT - to those who are living outside the Philippines how did you obtain NBI clearance?

Thank you☺ Any idea if what would be the requirements/procedure to obtain PCC for non UAE resident? I still have a copy of my old police certificate issued way back in 2007 so I'm wondering if I still need to submit finger prints.
