I think that is for Inland apps guide. For outland u have to send all 3 parts to cpc-m who will approve part 1 i.e sponsor then send part 2 and 3 to vo, in ur case, buffalo..i maybe wrong but am pretty certain that is how it is done and i would include evrything to accelerate the processing time...

I cant say for sure there will be no problem, it depends on what other evidence you provide them to convince them u guys are genuinely in a relationship, maybe photos with families during the trips, different activities together, continuing coomunications proofs..only the vo can determine wether...
