you can send the photocopy of bio pages of passport(s) without attesting it... also its not mandatory that you need to send the fee receipt and acknowledgement of your medical... nothing wrong in sending though...

your PR visa on your passport will not carry your photo... however it will be there on your PR card which you get after your first landing in Canada

i used blue dart to send my RPRF+additional documents to NDVO. I did mention the PO box #. It was delivered to Canadian High Commission. They are very fast. it was delivered the next day itself.
