I think BG check depends on different factors like nationality and work history. Therefore some applicants do not go through a real background check and the Police Certificates are sufficient for CIC to approve them. I guess this can be the reason for different BG check procedures for applicants.

It is Electronic Client Application Status and you can track the status of your application by entering your personal information as well as your application number. But it has not been working since yesterday for me :(
