I think the only way is to have it delivered to someone you know in Canada, and have that someone send it to you via courrier. I don't think there is another way.

Don't worry, the same happened to me....each VO differs...my file is at Bucharest VO, and my second line was updated AFTER the medicals not before, and now I have 3rd line as well...we shouldn't worry if our cases were a bit different from NDVO :P
