Ideally it was, if you have CRS 400+ you might get an invitation from Ontario.. but recently they have started considering NOC... NOCs related to IT did receive invitations even after having a low CRS scores , i.e, below CRS 400

If your FD balances are sufficient and maintained for a period over 6 months:p , I think that should satisfy as the funds requirement proof...:):)
