If you know what your LVO is, you can get their email from here: http://www.cic.gc.ca/english/information/offices/apply-where.asp If you don't know what your LVO is, please check a few pages back for the procedure to find out what your LVO is.

i've read it's quite normal for them not to respond - however it wouldn't hurt to check with the local visa office if they received it.
