helo, my husband just left Canada after 3 weeks visit on visitor visa (eTA) during his PR application (out of the country). No issue at the airports. He had a copy of our marriage certificate and copy of my canadian passport.

Ye. you a correct. Just having eTA. is not a reason for travel to Canada right now. Province of Ontario is NOT covering visitors to Canada medical needs including COVID.He has a private medical insurance for visitors to Canada, that cover COVID.
