Just posted here a post and got the decision made after couple hours. :) In my GCKey got pre-arrival.

Looks like the still processing October 2018 applicants, none from November got any updates. Why are they slowing down o_O

Congratz!! When was your "decision made" date? Same time as "RPRF"?

2 ppl got pre-arrival and ppr recently. 2018 Sept and Oct applicants.

It doesn't really matter when your file is transferred. Actual processing time in VisaCenter is quick the rest of the time no one touches and it is in waiting line by the date of when you have applied to Sydney. Visa office could get your file in January but would start really working on it in May.

What do you think about the interview? there is no point. It will be in Moscow. You can reschedule your interview. If you already have visa to Canada 99% you not going to have an interview.

Nice! Congratulations! Strange that they didn't transfer your file before getting your police certificate. After the transfer didn't take them too long to process.
