I I have also same condition...i submitted additional documents on 28 October 2018 and after that no update till now.

My st My status was changed not applicable and then after a week i received additional document request after uploading additional documents my status changed again not applicable......background not yet start nor pre arrival

If you case is straight forward no red flag then next is you will receive pre arrival soon

I am also December 2017 applicant.

I call at CIC number and automatic call recording saying that the processing time is 11 months. but on CIC website processing time is 12 months.
