My wife and I used IQAS ECA report to get her degree assessed. As long you use one of the institutions prescribed by CIC you should be good to go.

I don't think you need a PCC from Australia in this case. AFAIK you need PCC from any country or territory you have lived in for a continuous period of 6 months or more. There shouldn't be an issue with getting your medical done in Australia. You might want to add a statement in your LOE about...
