It has not started.

I applied for notes back in early December. I am still waiting for mine. I requested a status update and a few weeks ago IRCC replied saying they have prioritized my request. However, I've yet to hear anything from them since. Does requesting notes slow the progress of your application down?

Yes IRCC does not require you to sign up for the services, though it is probably in your best interest to do so.

Yes that is true. I check the spreadsheet often and you are right some VO's are ridiculously slow compared to others. Same here :)
