the way I see it, depends on how long you take to submit RPRF as well as your background check to complete.

this is definitely a good sign... do as they have advised even if it requires you to resubmit the documents as per my opinion... however, before doing so, if you have any confusions , you have every right to seek legal opinion on this...

Eligibility 'review required' means it has already started, but require some extra verifications for final decision which is not relatable to 'not started'. The security and eligibility can be parallel checks when the eligibility is met already...again this is my take on the system

What is the status of your background check? If real IP2, then your file is awaiting final review by the officer including eligibility after this pending security check for final decision...this is my way of understanding their response.

Specific to your case, you just have to be patient for longer than usual processing times as you got included during the final phase of the application processing. Just an afterthought, stay optimistic and good luck!

Guys, it's your responsibility to figure out whether your IP2 status is the fake one that which has been there since the very begining of your application status or the real one after IP1... this is where the confusion normally lies...all the best!
