Right, if you apply for PGWP with valid study permit you would be allowed to work after submitting the application. But in your case since you are waiting for study permit extension, you can't start working until your PGWP is approved.

From what I've heard from my school immigration consultant, students have to apply for PGWP within 180 days after graduation. If one is rejected after 180 days they need to find other ways to stay in Canada or leave.
