I would hope they will. What they also might do is take the system offline and then back up again immediately before submissions are active. They did this on January 25th when they stopped new account creation so makes sense that they may do it again when making another functionality change...

Yes absolutely - it's simply a points based system. If you have enough and you get into the cap then that's that, no individual item is mandatory. I'm not saying its entirely logical but that's how the system works - probably why they're thinking about changing it!

Agreed - you don't need it, unless you're relying on it to have enough points. If you are relying on it to have enough points, then you must have the result at the time of submission, you can't submit without it and then 'top-up' your points by submitting it later.

I know what you mean but as I understand it... The cap being filled is totally first applications in - first lucky 2800 to hit the button fill the cap. But then...when they come to actually look at those 2800, I think they will calculate points based on what you submitted and won't let you...

While you can complete the application without an IELTS result, they won't award you any points for that category if you don't have it, so it really depends if you need the IELTS points to have enough. However, obviously by March 5th it's very unlikely there will be any of the 2800 spots left...

If the cap has been reached you won't be able to pay in the first place. What do you mean how do they decide? It's just the first 2800 people to submit.
