Yes that is correct I got pre arrival letter yesterday but it got updated in PR tracker today.

Bro try calling IRCC , I waited 4 months for AOR, and after speaking to an agent , I got AOR next week .. April applicant Outland

I am getting same error from one week although my application is linked with GC KEY.

Yes I did receive AOR after 4 months because I called IRCC agent.

You can try to fill application number and UCI as 0000000 , also try calling them instead of web form. I received my AOR after 4 months.

I WAITED 8 months for AOR for outland paper application , raised 10-12 webforms with the applicant information. It didn’t help. Call IRCC. WEBFORMS DOES NOT HELP. A LIVE AGENT CAN HELP.

I waited 4 months for AOR after that I started reaching IRCC through webforms. Still no reply. Couldn’t reach over phone as well. So submitted online application in Apr 2022 Waited another 4 months for AOR
