    I just keep on calling their toll free number, in an interval of 10 mins per call it keeps saying "we are currently experiencing longer wait times please call again... ", and finally on the 5th try I was able to enter the queue and I waited around 45 mins to be able to talk to an agent.

    9818 and I applied April 9th around 4pm PST - I bet this is the last day for online application then they temporarily disabled it. I called Canada Toll-Free: 1-866-274-6627 took me several tries though before I entered the queue.
