Lets say unlike Visa officer who decides alone, 2 or more officers are required to issue a single PNP nomination. 1 to assess and an additional officer to go through the application and officer 1 points and to finally decide. These steps totally make sense.

I saw a couple of people got ADR in DIP but it's rare. DIP is usually considered safe. Best of Luck.
