Yes you can but it is better to apply as early as possible because normally, the processing time extends alot after May, you don't want to have gap of your legal document, although it is ok to have a gap but you'd better not do so.

You need apply BOWP in April, as it will be expired in 4 months. Just apply for it, it won't cause any delay of your PR application.

Q1 for BOWP is faster than Q2, Q3 is the worst.
