I am just confused and frusstaed regarding what order does sydney office is following to print cards. I know people whose photo had been sent to Sydney earlier than this applicant but why this person get card earlier than those who sent photos earlier?

The officer from IRCC Etobicoke told me my application has already been sent to NS for printing, while what Edmonton replied to me clearly indicated my photo is still at their hand. Do you think which office I should trust since the answers are so contradictory.
