There's no maximum time, each case is different. 6 months is kind of a general idea on how long MOST cases take. With the coronavirus situation, I would expect cases to take even longer to process right now...just be patient

Biometrics were not required for inland applicants until the system was established in Canada. The system went online Dec 3, 2019 (2 weeks ago). I'm guessing that any inland applications made before Dec 2019 do NOT need Biometrics, new applicants will receive an e-mail requesting for it.
