You don't need to mention PERM rejection. PERM is not a Visa.

It shouldn't matter. PR is not a right but a privilege. Many foreign students / workers have to leave USA too (look at the recent layoffs and limited H-1B quotas). So they need to leave entitlement behind and face the reality of not getting a PR and leaving Canada. Also, Canada's deportation...
