If the applicant is in Canada, maybe they are just here on a visitor visa, which would technically mean they don't live here...making them eligible to apply.

I don't know anyway to get the required Haitian police certificate quickly. Most people I've spoken to have submitted without it and provided letter of explanation.

I applied on the 23rd without it also. Now they are asking for it.
