I can let you know from what I've seen (for example, you can view the inland spreadsheet) that sometimes AIP and SA can happen on the same day, but more often there are a few days between the two. I even found some examples from 2017 and 2016 where there can be 1-2 months between AIP and SA...

I'm hoping that 21 November 2016 was the limit and they were not processing files after, and they just "opened up" all files between that date and 3 April 2017, which means over the next few months they will be making decisions on these files.
