I started with the provincial government authorities and they directed me to CRA. But I too believe CRA cant help much as its a provincial tax. I have even dropped them an email but got an automated response saying that it could take 12 weeks.!

NRST is very confusing. It doesn't specify whether it is applicable to work permit holders who are resident in Ontario.

Did they say anything about the PR card? Do you have to apply separately or by default they will be sending one?

The eligibility status will say "We are reviewing whether you meet the eligibility requirements" for a while, may be for 3-5 months. With regards to the UCI number I am not sure.
