Hello, no its not mandatory to link. But If you want to, in your CIC profile click on 'Add (link) your application to your account" and link your PR portal account using any application details of your choosing.. If you already tried that, did it give you an error message?

So apparently everyone received that email. That was a triggered message due to a maintenance that was scheduled for today.
