At the time of your CoPR what was the % on the status bar, in another forum someone posted that it is normal to receive PPR even though the status does not show 100%, hence the question.

sorry for being skeptical, maybe my lack of knowledge makes me wonder, do we get PPR with just 50% progress?

Nope you can get transcripts without the ARR form ... to be able to post it from the JNTU post office you need to provide the ARR form that is attested by JNTU
