Online tracker doesn't show decision made. It only shows up for paper applicants on ECAS. If your LPP is done, you can assume that a decision has been made. Next step would be an oath schedule on the tracker.

I got the oath invitation email on 10th and the email to download e-certificate on 20th.

I completed the oath at around 12pm on 19th and the certificate was available at 6am on 20th. It depends on how soon you send the signed oath form and how soon the IRCC official reviews it and marks your application complete.

Ask him to check archived emails. For example, in Gmail, you would've to go under All Mails label to find it. I've had some mails notoriously "disappear" into archives because of a swipe of a finger. Only other option I see is to call IRCC and keep trying till you reach them.
