When you submit your application, the PCC should not be older than 3 months as on the date of submission. During processing, the PCC is usually valid for upto an year. In case your processing is not completed within this time frame, CIC may request for a new PCC.

I had applied for CEC while in implied status. The application was accepted and assigned to CPP-O. So I'd think this is not an issue.
