Can you confirm if passport would be requested in India or Dubai if application filed from India, but biometrics completed in Dubai?

You applied for the Visa from India? If so, I think you would have to send the passport here in India itself whenever you receive the courier instruction.

Will we get issued a BVL from the VFS itself upon completion of biometric? If yes, would it be provided on the same day of the biometric submission itself?

No idea about the processing time since biometrics are still closed and application would start process once it is complete (incld. biometrics). Let's hope for a positive update in tomorrow's webinar (fingers crossed).

2 stage process only applies to people who applied on or before 15th Sept. Since you applied in Oct, you won't receive an AIP.

Yes I think they are only processing complete applications for now. Since the biometric is still pending, they are not processing it further.

It is not about VFS being empty, they are empty since they are CLOSED. We have no idea when the biometric service would get resumed. Also I'll have to quarantine only for 1 day in Dubai and can roam freely once the report is negative (would have to do an additional test at the airport itself).

It is not possible as per me bro. Even if lets say hypothetically it was happening, the students getting the formality completed from there run the risk of getting penalised altoghther so I don't think it is worth it.
