I think this is true because this is what happened with me. I sent my application to Cairo VO. The VO says they transferred it to IRCC, which says they have it.

Sent application to Cairo VO in August. No medical request so far.

Aug. 2020 sent to Cairo VO. March 2021: Cairo VO says application forwarded to IRCC. IRCC says it will be processed according to the time it was submitted. Migration section at Cairo embassy say they are yet to receive the papers!
