I did mine yesterday at 9am Vancouver time and downloaded mine at 2 pm so you should try to download it now

Just to add that the e-certificate was ready to download at 2:30pm and I just finished downloading and will prepare my passport application Best of luck

Try calling them after 2 Vancouver time because I called twice after two and the wait time was not more than 2 to 4 minutes
