If you got AOR that means your file is complete and if they need more information, they will contact you. You don’t need a passport to apply for citizenship.

It depends on the local laws and the issue at hand. In some emergencies like natural disasters Canadian embassies will help (in most countries) get dual Canadian citizens out. I have seen it firsthand in couple overseas missions.
