Yes, you can take the pictures using these specifications and have them ready for when you receive the portal credentials.
The sooner you upload your address and pictures, the sooner you might receive your PRs.
I'm also waiting since March 15 and also saw it's taking 90 days to process, so I'm not hopeful to get it too soon.
Anyways, I was able to get a lot done with the eCoPR (updated SIN, health card, mortgage pre-approval).
I never got an email from a "donotreply" address. Maybe it went to my representative.
I got an email from Ontario landing ircc.clientportalontario-ontarioclientportail.ircc@cic.gc.ca with the information letter and replied the same day (Mar 09), then again on March 14.

It's very simple. We only have to check in a box to submit the declaration.

I received the portal credentials less than an hour after the second time I emailed Ontario's address.
I submitted my address and photos on the same day. Now it shows: "Case status: In review with IRCC"
I'm not sure how long it takes for them to review it and send e-CoPR.
I was planning to email my info again on Wednesday as it would be a week from my first email, but I'll be travelling for a few days during the March Break and decided to do it today. I received the portal credentials shortly after.
I got an automated reply after I send the email with the information, so I am assuming they got it.
I'll give them a week... will send another email if they don't reply by next Wednesday.
