Language workshop for 7 days and a previous refusal. I believe you are a genuine visitor but the Visa officer might think spending so much money for a 7 day workshop does not seem quite genuine. In my personal opinion, make some travel history and wait at least 2 years.

You know what mandamus will take long. You should withdraw that application and apply again by new portal, things are kind of automated there and you will likely get a quick decision.

Get a lawyer and definately bring a mandamus application. It is a court order which asks the govt official to give decision either positive or negative but the govt official has to give a decision.
