Assuming it is sent to Toronto consulate, if current timeline wont change then on Nov 10th or the next working day after 10th it may show Processed. Once it shows processed, Consulate will send the printed OCI to BLS and then BLS will courier to your address which may take 7 to 10 days.

If you applied in Person at Brampton or Toronto BLS on Oct 10, expect as acknowledgement around Oct 26th and + 21 days from acknowledgement date to Processed. From Processed add 7 days to get it in hand. Since this is based on existing average timeline please don't consider it as surety.

You are missing the part where people have tickets to travel very soon due to their personal reason and had relied on getting eVisa which used to be processed within 48 hrs and now have to apply for OCI and pray that it is available before the travel date.

It was returned on spot at counter. They checked the form along with rest of docs and asked me to come back with missing document so it can be accepted by them. So I am assuming if BLS accepted it without marriage certificate then it should be okay.
