Isn't only Canadian citizens and Permanent Residents allowed to enter Canada via land border? In any case, they will be asked to home quarantine, since they are travelling from 'USA'.

I have been travelling to work once a week, and every time I return, the border officials explicitly specify that maintain this travel pattern to remain exempted from quarantine. I went to USA just yesterday, and returned back the same day in the evening with no hassles at the border.

Nothing like that. I did my RIV inspection this week, and plan to complete Safety Inspection over the weekend. So, I think the order shouldn't matter.
