I dont think there is a way for finding out what visa office is it just on the basis of Biometrics letter. Its TRV application

He did raise a webform about 10 days ago, he called ircc but they were no help. he called canadian consulate but no help. He called VFS and they dont even answer. Someone told him to go walk in since its second last day. He went today and the security guards didnt let him go inside the building...

But it says right on the Biometrics letter that within 30 days of this letter.

So one of my friend's biometric instructions letter is expiring tomorrow and he still didnt get biometrics appointment. Any ideas? what he should be doing?
