I don't think it has anything to do with living in Surrey, I reside in Vancouver and they still asked me for all pages of my passport and yes my original application had no such requirement. Well in all honesty conducting in person interviews when the world was falling apart with a pandemic is neither safe nor a priority. They also do have way more resources to handle immigration / citizenship application unlike here.
