Even if 1 parent become PR, he/she will not be allowed to sponsor for his/her spouse because himself/herslef is currently being sponsored. And this is the main reason that, if both of your parents are still legally married, both pass the medical exams, both must be sponsored by the applicant...

I think I saw on IRCC website there were about over 95k applications received in the 1st round of 2017. The 2nd round were about 600+ applications were selected... Quite a difference but I do hope we would have more quality application this time GOOD LUCK TO EVERY ONE

This should be ok, 2 brothers are sponsoring for the same parents. If one of you get picked, you just need 1 application, must be for both parents though But this year, I have seen that IRCC has been asking for your parent's names, not sure for what... duplicate checks?
