    I always go to the US for shopping and upon returning to Canada I bring meat, seafood, nuts, fruits, rice, dairy products and alcoholic drinks (within the exemption) without any problem.

    You are not liable until you are a tax resident. You could land to become a PR and then immediately return to another country for residence/work - that does not make you a resident for tax purposes.

    Canadian winters is not harsh (at least in the Vancouver area). Only about 3 times snowfall this season. You probably just land in the worst part of the country. For now, enjoy the lush green grass and warm afternoon sunshine 8)
