web forms are useless I would say, I sent 3 webforms back in January/February none of them got a single answer. Last summer they gave an answer but it was a copy paste. I recommend calling IRCC or reaching someone from the parliament like I did. Check who is responsible in your area.

yes it should be, I have 2 friends waited for 24 months and got their PRs on 25th month. If not I recommend contacting IRCC to poke them.
