    Okay so I'm not an expert but a quick research and I found that electrical and electronics engineering technologist and technicians NOC 2241 is a regulated profession in Quebec. Check this website: http://www.otpq.qc.ca You will find everything there, its in french tho.

    I believe it will depend on your work permit, if it's open and you're allowed to work anywhere in Canada or just in Quebec. You can call Quebec immigration and CIC and ask. Or you can take the risk, work in Ottawa and take french classes on the side.. So if it ever comes up later on as a problem...
