Most universities and colleges (if not all) have an international department and they can help with the permit application process. Using an agent/lawyer is in most cases a complete waste of money. Make sure studying at the institution qualifies for post graduate work permit. Not all do.

Considering they are going through old stock of passports from the 2013 print, before they switch to the new one, I don't think so.

They want to verify that you have everything you claim.

I believe the old ones have the queen mentioned while the new ones have the king.
